My thoughts on the matter:1) It depends on how many players are playing. With 3 or 5 players, entering Tokyo becomes a stronger strategy. With 5 or 6 players, there will be more attacks made against the VP player outside of Tokyo.
2) In a larger game (with Tokyo Bay), attacks are stronger than VP collecting. If the VP collector is getting attacked every round, they will need to keep rolling for hearts and it will be difficult to get the three of a kind necessary to get vp. Usually, claws are superior until some players have been eliminated.
3) There is a fair amount of luck in this game. If someone can consistently roll 3 or more threes in a turn, of course this is going to be an advantage to them.
4) You're right about card-buying being underpowered. Usually, it's not a good strategy to roll for energy unless you're close to being able to buy a card right away, or there is a particularly awesome card there. This is why I made my own deck with cheaper cards. Buying cards is fun.
