Well, the mentality of the group really defines how KoT plays. I have one group that is very conservative. Players go into Tokyo only when they can't help it. They NEVER keep Attack dice, except on the last roll. This group is dominated by VP Wins.

I have a family group who is mixed. We are about 50/50 on VP / Death victories.

I have another friends group who has never (EVER) re-rolled an attack die. Ever. If it's an attack, it will stay an attack, cards be damned, VP be damned. This group is won 95% by Domination.

I am guessing that your group keeps very few of their Attack dice, and that is why you have the idea that VP are overly dominant. Unfortunately, if you want to change that, you simply cannot do it alone. One person rolling to win by Domination will not change the face of the group.
