If you are saying that a monster can move from Tokyo Bay to Tokyo City, I do not believe that is correct. A Monster in Tokyo Bay stays in Tokyo Bay until he dies, yields or is forced out by a reduction to fewer than 5 players. The player in Tokyo Bay never moves directly over to Tokyo City.
If a monster outside Tokyo attacks, and only the monster in Tokyo City yields, the attacking player moves in to Tokyo City.
This is my understanding too.
