There are "keep" cards and "discard" cards. When you buy a Discard card, its effect happens immediately. You can't save it for later. The card you're referring to is "Jets", and you can use it any time you're attacked in Tokyo or Tokyo Bay.

4) In a six player game if you give up tokyo city when attacked, can you move to the bay if it's open or doo you have to move to ouside both tokyo city and the bay. And if you can move to one from the other when attacked, do you still get one victory point?

If you yield Tokyo or Tokyo Bay, you are outside of Tokyo. You only move into Tokyo or Tokyo Bay on your turn when you roll a claw.

If the monster in Tokyo yields, the monster in Tokyo Bay moves into Tokyo (unless they yield, too), but they don't get a victory point.

5) If the slider goes up to 12 health but hearts only take you to 10, why is there 11 and 12? Are there special health cards I haven't seen yet?
