Your wording is a bit weird, according to me, you are saying two times the same thing.
When you do damage, you do damage to both players, equal to the number of claws you rolled. 2 claws means both players get 2 damage.

Cards you keep in front of you are ongoing effects, which state when they can be used. In the example you give, you can decide the moment you receive the damage to withdraw from Tokyo.

No, you can not choose to go to Tokyo Bay. See it as an extra spot to get more people at the same time in Tokyo. If you withdraw, you are outside Tokyo.

It is at the end of your 3 rolls that you check what you have thrown. If you reroll before, and you don't end with claws, you don't enter Tokyo.
Another note is that you will always enter Tokyo as the first player entering. The second player rolling a claw will do damage to the first player in Tokyo. If that player flees, he takes over Tokyo, if the player stays in Tokyo, he goes to Tokyo bay.
