You can get piles of free foam core after any election around here. It's from all the left over signage. While I didn't list prices for every single thing if you add up what I did list there is plenty of money to buy things like paper and mat board and card stock. None of these things are particularly expensive. While they may not be as easy to find for low prices in the UK the game isn't as cheap there either. £60 ($97) according to the OP vs $55 here to get everything so someone over there might be willing to spend a bit more on materials.
We don't do elections on the scale you do them. And certainly not as wastefully from the sound of it.
And, everything is more expensive here.
But the other point I was challenging you on was your statement of it being "on a par" quality wise - but it's clear, from what you said, that you'd be happy to cut corners on the quality in places - dice with printed stickers, for example, or the box, which might not be important to you, but is aesthetically important to some.

Of course both myself and the OP stated pretty clearly we had no plans to make copies of this particular game. So it really doesn't matter if he can source the same materials at the same prices or not. I even disagreed with the OP about whether the asking price is worth what you get, I think it is. Though since I'm a bit bargain hunter my plan is to eventually buy the base game when I find it for $15-20 rather than the full $25.
And, I'm certainly not one of the people claiming that either you or the OP is saying that they have or would make their own copy, but, the OP does say is that one could. And so that does invite a comparison of the level of quality one could achieve by making it ones self and I simply don't believe one could produce a one off copy of equal quality for the retail price.
This also entirely ignores the additional value, as already detailed by others, inherent but hidden in any product - the value of the ideas, time, and effort, that all went into the process of creating that product in the first place.
