This comes up allot. If your friends are all avoiding Tokyo, take it and pound the hell out of them by going after claws and maybe some energy. If you get enough damage on your first attack they will be too busy healing to attack you back. Or they will know they need to stop you because of the damage you are doing and the points you are gaining but they don't want to have you yield. This is a major part of the game. Press your luck and timing.
Or alternatively, go to Tokyo, and sit there quietly rolling for energy and victory points. The extra 2 vp you'll be getting should give you the lead.
