Rather than having to make a whole new deck of cards, maybe you should you should use the suggestion of having everyone start with two energy, and after each round maybe all the cards to buy get refreshed.

If you want to just create a new deck I understand that (it's more fun to design cards) but I think instead of redesigning the cards to "balance" them to your tastes, just create an entire deck. That way instead of your friends being like "wow I like this corner store card for two" and you have to be like "yeah I think I adjusted that card well" Your friends could INSTEAD be like:"WOAH! I love this MOTHRA card where you score 2 points and everyone else takes a damage"
