It's basically a free energy. I find it to be most useful when I'm saving up for another expensive card like extra head. If I have 8 energy to spend, I'll buy that card and then buy extra head, ending up with 1 energy instead of none. It can also be useful if you have any card that gives you a bonus for buying cards (such as the one that gives you 1VP for every card you buy). It's not the most exciting of cards, but I don't think it's overpriced.
Well, that's just it. If it's less exciting than other cards or doesn't add much to the game, it's probably a good place to look for where change might improve the game.

I think the purpose of Energize is to encourage energy hoarding. It also makes for a little race, if two players are trying to get it. However, the payoff doesn't seem high enough to really make it effective in those capacities, especially given that 9 is an awkward amount of energy to have. If you did take Energize and followed it up with an extra head, you'd have 2 extra power and probably wouldn't be able to spend it.
