I agree that this rules change is bad for the game and doesn't really solve any problem that I can see. But, if you think that the game is supposed to be about powers, and that everyone turtling until they have some powers is more interesting, I suppose I could see why you might want to make it easier for players who are losing to "get back into it." I don't however. This is a game that is very easy to introduce to new players, and we play it all the time and nobody ever feels bad for a player that gets killed. Main reason: a new game is just around the corner. This is the kind of game that is going to be won and lost on chance a lot of the time, so single wins/losses don't matter as much as playing many games and putting yourself in a position to benefit from chance in game after game. If you do that you'll find yourself winning fairly consistently. But I don't really see any need for mechanics that help out players who find themselves at 3 health because, most of the time, it isn't difficult to avoid dropping to 3 health.

Furthermore as the monster in tokyo I would really hate this rule because it would mean that I won't be attacked until somebody really wants to smack me! I've lost my chance to get out safely. Sticking people in Tokyo who don't want to go into Tokyo is a thing that happens all the time, and needs to happen, and nobody should ever feel bad about - if you are on 4 health or less and you roll a claw, I am sticking you in Tokyo just to kill you and the whole table will more than likely cooperate.
