If a Monster is eliminated and that brings the number of Monsters below 5, Tokyo Bay can't be occupied anymore. The Monster in it must leave Tokyo.


This can happen if both of the players in Tokyo have consecutive turns. The first one rolls a lot of claws but doesn't kill those out of Tokyo, then the other player in Tokyo rolls high enough to finish off all those outside (1-2 punch!). This means the one in Tokyo bay vacates and now stays out of Tokyo.
