Only in the sense that you can't heal whilst in Tokyo.

There are the same number of hearts on the dice as their are claws (i.e. one of each on each die), so you're just as likely to roll a heart as you are to roll a claw.

So, unless you're also allowing healing whilst in Tokyo, then this does nothing to change how easy it is to heal.

I disagree. If you need Hearts and you have no Claws in your second roll, you might not want to risk rerolling number dice you don't need as they could end up sending you into Tokyo to be killed. There is no risk to rerolling to try to get more Claws. There is quite a big risk to rerolling to try to get more Hearts. That means it's easier to roll for Claws than for Hearts and it is thus easier to punch than heal.


Less risky, yes.
Easier, no.
