The English Rules:Your neighbors are the player to your left,
and the player to your right. They take the
damage even if they were not the targets of
your attack, but this additional damage is not
considered an attack.
The French Rules:
Les monstres voisins sont ceux du joueur à votre
gauche et du joueur à votre droite. Ils ne subissent
ces blessures que lorsque vous les attaquez.
If I run this through Google Translate, I get:
Neighbors are those monsters in your player
left and the player to your right. They suffer
these injuries when you attack.
Note that in the French rules this damage is only when you attack, but in the English rules this is not considered an attack.
I must say I think the French rules makes most sense, thematically.
