it deals extra damage to your neighbors... meaning, I think, you do an additional point of damage to monsters that you would normally damage.It doesn't damage your neighbors (the people immediately to your left and right) that are inside Tokyo with you, or outside of Tokyo with you. Right? Do you play that people outside of Tokyo damage their neighbors even if their neighbors aren't in Tokyo?
