How do Healing Ray and Rapid healing interact?

Healing Ray: You can heal other monsters with your "heart" results. They must pay you 2 energy for each damage you heal ( or their remaining energy if they don't have enough).

Rapid Healing: Spend 2 energy at any time to heal 1 damage.

Scenario:

Tom has finalized his roll, and is about to resolve it. He has rolled 4 hearts and can use them to heal himself or other players with his healing ray.

Sue has the Rapid Healing card. She is at 5 health, and has 4 energy available.

Tom wants to get Sue's energy by using Healing Ray, but Sue would rather pay the bank for healing than allow Tom to claim the energy.

In what order are things resolved?

Does Sue have the opportunity to play Rapid Healing when Tom declares his dice are final? (I think yes to this)

Tom resolves his first two heart dice to heal Sue for two using Healing Ray. Does Sue have a chance to react to this by spending the energy Tom wants using Rapid Healing twice? (This is the part I'm less clear on)

If yes, what happens to Tom's use of the "heart" dice. Does he get to redirect the use of those dice, or does Sue get healing from both cards? ( 2 health from rapid healing followed by the healing from healing ray for which she provides Tom her remaining 0 energy)

I would rule that as soon as Tom declare his intention, it is now too late for Sue to "react". She should have anticipated if she wanted to prevent Tom to use his card.
