I believe there was a similar question in the forum that was ruled that Sue would need to use her Healing Ray before Tom finalized his dice. She would need to use it right before he rolled his 3rd time or before he said he was not going to re-roll after his 1st or 2nd rolls.Even though this is the designer of MtG, the game doesn't use a stack mechanism. We tend to play like it does as it flows smoother and allows for reactions. The game also has simultaneous events that can happen. When those come up and there are not enough requirements for both to happen, the player taking the turn gets the action first.
