You cannot use hearts in Tokyo for healing (others and yourself), fine.

Ok, removing shrink or poison chips is an "other thing" I do with my hearts. So, why I cannot use them in Tokyo?

Note, that both, shrink and poison cards explicitely say, that you cannot use hearts for healing, when you used them for removing chips. By that it is explicitely said, that removing chips is not healing (or equivalent of that).

Otherwise, the wording would be "Hearts you use for removing chips, cannot be used for other types of healing" or similar.

So why I cannot remove chips while in Tokyo? Is it a purely arbitrary rule decision?


Because Richard said so. His game, his rules. Moving on...
