I've found in 4 player games Tokyo can be a big risk for a small reward. In smaller games though it is most definitely worth it. In larger games it seems to depend on the location of the players in Tokyo. So would say in a 4+ game it will be situational to the way the other players are playing.Maybe they need to modify the points for staying in based on number of players to balance this out. Not sure which breakdown is best 2 levels (2-3, 4-6) or 3 (2-3, 4, 5-6) for that though.
