Thread: King of Tokyo:: Rules:: can cards be used for shrink ray or poison spit to take effect?

example: a player has poison spit and he's outside of Tokyo the player bought a discard card and its where all other monsters take 2 damage now does that poison spit effect everyone and have poison counter?
