Thread: King of Tokyo:: Rules:: Question on the rules. Tokyo and Bay. Where else do I stand?

I read the rules, but it seems I can only be in the bay, or in Tokyo. Yet, the wording on the rules would make it seem I must either only use Tokyo in a 2 player game, or be out of it. So.....where else do I stand?
