Luc, I think your definition of 'turn' is misleading - I would refer to that as 'a round', but that when cards, or the rules, say 'per turn' or 'each turn' or 'a turn' or whatever, it's referring to the card-owner's, or active player's, turn, not that of any other player.For example, under Effects Of Tokyo the rules state "When starting the turn in Tokyo you gain 2VP" - that 'turn' does not refer to the 'go at rolling the dice' of the player that first had a 'go at rolling the dice' at the beginning of the game - it refers to your 'go at rolling the dice'.
