It's a bit ambiguous. The rules state
"The monster in Tokyo cannot use the Heart results on the dice (but can heal using cards)."

Now, is the "Heart result" only a shorthand to make the rules short and refer to their healing power, is upto interpretation (unless there already is an official answer to that).
