If the Guardian cannot take damage, is there a point to healing?

Looks like he heals the other player not in Tokyo.

SPBTool is correct. The Guardian will heal the friendly monster. Friendly as in the monster controlled by the same player controlling the Guardian in that round. In the sense, the Guardian helps the monster not in Tokyo as much as possible.

so does the guardian go after the monster no matter what? Let's say the three players are ABC and they go in that order clockwise.

C is the guardian.

A is in tokyo, it's B's turn and he hits A. A then exits Tokyo. Normally it would be C's turn. But since they are the guardian does this mean A would go, then C?

A short explanation:

A hits B, A enters. Then B hits A, B enters. Then it's A's turn again. The Guardian's turn is skipped as the Guardian always go after the player's (who is not in Tokyo) own monster.

The Guardian variant is only interesting for 2 players. If you have 3 players, then it is not fun to assign one player to the Guardian, as he has no way to win, get less turns and less play time. Play a normal 3 player game will be more fun =).

A long explanation outlining all the scenarios will show how this rule work:

1) B's monster or Guardian takes an action to hit A. A exits Tokyo. B enters. A will get control of the Guardian in addition to his/her monster.
2) It will be A's turn.
3) A's monster will go first.
4a) In A's turn, A hits B. B exits. A enters.
5a) A loses control of the Guardian. B gets control of the Guardian.
6a) It will now be B's turn. His monster will go first.
7a) Go back to Step 1.
OR
4b) In A's turn, A does not attack B, or attacked B but B stays in Tokyo, finish A's turn as usual.
5b) A will now play the Guardian's turn as he have control of it.
6b) If Guardian hits B, B exits. B gain control of the Guardian as now he is no longer in Tokyo. Go back to Step 1.
7B) If Guardian hits B, B stays. It will now be B's turn. Go back to Step 1.
