Yes, just play the events out as normal. You took Tokyo, then immediately began a new turn in Tokyo, so you get 2 VP.The Freeze Time card can work the same way, giving you two or more turns in a row - if you take Tokyo, then another turn, you get the 2 VP. It doesn't matter that you didn't have to wait for all the other players to strike at you before earning the VP.
