One popular variant (well, popular with my game group anyway) is to use the following rules:
* The VP for starting your turn in Tokyo is equal to the number of players left in the game.
* There is only one space in Tokyo regardless of the number of players (i.e. - Don't use Tokyo Bay at all.)

This is a great variant, thanks! I'll definitely try this out. I've had a hard time getting into this game because the dynamic of Tokyo has always seemed unbalanced. We played a two player game last week for the first time and I have to say that this is an extremely fun two player game.
