One popular variant (well, popular with my game group anyway) is to use the following rules:* The VP for starting your turn in Tokyo is equal to the number of players left in the game.
* There is only one space in Tokyo regardless of the number of players (i.e. - Don't use Tokyo Bay at all.)
Using these rules, the reward for staying in Tokyo scales with the risk of being in Tokyo. When 6 players are in the game, it's a huge risk to be in Tokyo, but it has a nice big juicy 6 VP reward. When one of those players gets eliminated, the reward drops to 5, or 4, or however many players are still left in the game. When only 2 players are left, Tokyo is only worth 2 VP.
Try it out and see how you like it. For my group, this reinvigorated the desire to risk being in Tokyo with a large number of players. It turns it back into the proper "king of the hill" scenario that it was meant to be, no matter how many players there are.
