Presumably you could heal whilst the dice are being rolled though.
So, say you outside of Tokyo, with this card, and the person in Tokyo is rolling, they roll 1 claw, put it to one side, re-rolls the remaining 5 dice, gets 2 more claws, puts those to one side, and picks up the remaining 3 dice to re-roll again, as long as you spend the energy to heal before the last dice are rolled, you're ok.

I was always under the impression that the dice weren't resolved until you were completely done rolling. You could put aside a claw after the 1st roll, but then wanna re-roll that claw after the 2nd roll. If your opponent took the damage, it would then not allow you the re-roll since the dice has been used.
Yes, my point is that in an example given in a previous post, the player with the 'spend 2 energy to heal 1 damage' card was on 3 health, and so if a player did them 3 damage they would die and then not be able to heal that damage. However, if you see that you're going to take damage, when the dice are resolved, then it makes sense to use the healing action of that card, before the dice are resolved (and that it would have to be done before the final re-roll, when the dice automatically resolve).
Actions in KoT are simulanious. You could also look at them as using a stack like Magic. Remember who the designer is?
There is no need to heal during the other player's roll. You can heal when he resolves his dice, netting the difference. If you do it during his roll that could affect what he re-rolls.
I would do it literally as he rolls the final re-roll - so he's then committed to the attacks.
And, surely if you wait until the dice are resolved then you die and can't heal.
