Hmm, I guess the rules do not _explicitly_ state that you cannot go back and forth between resolving dice.

But, from the rulebook

1. Roll dice
2. Resolve dice
3. Buy things

So, no, you can't do your Q1. It doesn't say "resolve some dice"

Q2 is a little more complex.

Q2A, Absolutely. This is the goal of Psychic Probe. But check the FAQ - Psychic Probe can only be used on dice that have been set aside (i.e. kept)

Q2B I would say order depends on order of play. I think. This doesn't happen often, but yeah, you could Psychic Probe someone, then they could Stretchy it to something else.
