Pretty sure this is in the rulebook. If someone dies in Tokyo, the monster that killed it goes to Tokyo (or Tokyo Bay) EXCEPT specifically during a 5-6 player game in which the death drops the living monsters below 5. In that specific case Tokyo Bay is abandoned and a surviving monster who does not yield goes to Tokyo.

This is spelled out in the rulebook.

Also when a monster dies its abilities go with it, before they can be used. You resolve the death first (removing powers, evolutions etc.) then resolve anything else. A monster can not die, and then somehow burrow.
