The rules in my newly acquired version are worded a little differently, they state:"The Monster in Tokyo cannot use the [heart] result on the dice to heal (but can heal using cards) [heart with restriction cross over it]."
So while you can not resolve the effect of the heart you can use the result for other cards like Complete Destruction or Camoflage. And you CAN be healed by cards.
