I don't know of anything ready made for you, but I have this book http://www.amazon.com/The-Pop-Up-Book-Step-Step/dp/080502884... and I really like it. It teaches some basic pop up mechanics and how to create them yourself. You could use one of their examples to create a pop up city with just a few modifications. Best of luck!
