I disagree with Tim. First of all, the first line that reads "+2 VP and take control of Tokyo" is all in bold, followed by the phrase "if you don't already control it". The bold letters usually indicate that you either get both effects or none, based on what the second, non-bolded line reads (something that has been verified for the "army" card).In addition, thematically, you are supposed to be gaining these 2 extra VPs because you are entering Tokyo in such a spectacular way.
