I misunderstood you. Yes, I do think the claw(s) are wasted. That's the way the rules work, and my group has always played that way with no problems. It even adds a bit of strategy in some cases - if you don't want to be the first one in, do you risk making a 3rd roll if you have no claws after your 2nd?
It's not like you don't get compensated for going into Tokyo; you get at least one victory point.
